A panel method solves the inviscid flow with unknowns only on the surface. Sources and vorticity enforce a streamline body and the Kutta condition. Drag is not one of the outputs until viscosity is added.

The boundary layer thickens the shape the potential flow sees and takes momentum out of the wake. Iteration between those two facts is what turns an inviscid lift into a viscous polar.

A RANS airfoil mesh has to resolve the boundary layer, not only the outline. Independence means lift and drag stop moving when you refine, including the wake.

A panel method with a boundary layer is the right tool for a matrix of attached polars. RANS is the right tool when the flow has a shock, a slot or a separation the integral layer cannot carry. Cost follows that split.
